How large should a saddle pad be for a 17 inch saddle?

Like the question says, I am wondering how large, in inches, the saddle pad should be. This is for an English saddle. Would a 17 inch saddle fit a 40 inch saddle pad?

i’m not sure if you’re talking about an english or western saddle,
but in english, generally speaking, a full pad would be the safest option.
